I would suspect that the 'original intent' of this rule was to make sure that a member of the House or Senate would not be involved in voting to raise the salary of a position that they knew hey were going to be offered basically giving themselves a raise. Though yes when read narrowly the rule does not designate only if they were involved. The solution is for President Obama, through executive order, to reverse the raise and return the salary to what it was when HRC entered the Senate.
