... to the extent of a glass of wine with dinner maybe 2-3 times a week, I'd not object to that 'regressive' tax as much as I might to others.

At the same time, I know that gasoline prices will rise as a result of demand against an increasingly inelastic supply, affording some large multinationals with windfall profits on a commodity with established costs of 'production' ... and don't believe that such demand-side price controls should, in justice and equity, result in narrow mega-corporate enrichment. Alternatives are rationing or taxation. Personally, I'd prefer rationing. (At least that offers the poor and immobile a gray-market revenue opportunity.) But I'm in contact enough with reality to know that rationing is even less likely to be accepted than increased taxation. Sadly, we'll probably get the worst of those three worlds.
