Just my rainy day opinion but there is always negotiations going on in the senate behind the scenes of which we usally only hear about after they are finished. Think of what the NRC would give up to be able to have thier man Joe is a position of oversight over Obama? Remeber the senate is a family and Reid gives me no reason to think he would not go along with Lieberman as a way to regulate Obama
