12. I had to help a client get one.
Big background check, have to have at least two people vouch for your character, etc. You can't buy a firearm (legally) or possess one without this card. It's registered with the local police as well as the Firearms, Tobacco, and Alcohol Agency, and of course there's an FBI check on the applicants as well.

The loss of this card, even temporarily, makes you break the law for possessing firearms without it.
