22. You can guarantee he was killed
Here in the UK, when we kill an inconvenient person like David Kelly and label it suicide we get a tame coroner to back it up. Of course, then other experts look at the evidence made available by the coroner and conclude "no fucking way." That tends to be a little embarrassing. This way there can be no embarrassing counter-opinions based upon evidence.

But the downside to that is it becomes obvious to all that the guy was killed. Because without an inquest it is impossible to be certain that he really did die of an overdose of that drug, or that he wasn't sedated and the drug forced down his throat, or... An inquest into a suspicious death, even an apparent suicide, is almost always required, because otherwise you can't be sure it wasn't murder. The only possible reason for not having an inquest into a death of this nature is because he was killed and they want to cover up that fact.
