I guess having "indusrty experts, politicians, secretary of energy, etc." is one way to approach it and that sounds awfully similar to what Cheney cranked up a few years ago...I guess we're seeing how that worked out. But I don't see how you enforce a mandate to 'explore' let alone 'produce' acreage for minerals. If it gets to that level of control, why not just (if you're the government) divvy up properties and go ahead and fund (hire) companies to do the whole thing from geology to exploration to discovery to drilling to completion to production?
Maybe to sales, while we're at it...give Washington a complete monopoly?...that's not something that gives me the warm fuzzies...
