2. It's impossible for me to say for sure what would have been different.
One good guess is that the neocons would have tried to sabotage the Gore administration every step of the way.

Perhaps they had plans for a Gore assassination to make Lieberman the Prez. Imagine that...

The corruption would have had less of a chance to spread as far into every department because the Democrats wouldn't have been as severely tested under Gore to show where their true loyalties lie when Bush came to shove.
