Reply #13: Tasered 19 times?

As there had already been cases with people dying after being tasered, I have to ask, were they just stupid or did they try to kill him? I really have the feeling that some regard a stun gun as a toy.
I also guess it's hard to comply with a broken back. Normally, if one is on the ground, unarmed and making incoherent statements, I'd wonder if everything is alright instead of using a stun gun when he doesn't stand up.
