since Wilkes was the most obvious money launderer the RNC had, accepting fat DOD contracts for dummy corporations and turning the boodle into bribes, campaign contributions (bundled, of course) and generous donations to right wing PACs.

Keeping him in prison until he's squeezed enough to pop and tell all is the best weapon Justice has.

If they allow some Daddy Warbucks to bail him out anonymously, the game is over and this scum will never get what's coming to him.

And that's the idea, apparently.
