In North Carolina, among other states I'm sure, you pay property tax on the total value of all your possessions, including dogs. If you want the rich to pay more taxes, then why not just re-set their tax rates back to Clinton-era levels and leave it at that? They already pay sales tax on clothes, cars, etc., and property tax on homes.
