Prostitution is LEGAL in some places, Nevada, The Netherlands, Spain, Germany....It is rare but some women do CHOOSE to become prostitutes. In countries where prostitution is legal the authorities can focus on people trying to force women into the sex trade. Here in France we have a large problem with women from the east of the EU being kidnapped and forced into prostitution, but the trade is unregulated so it is a lot harder to stop such things from happening than it is in neighboring Germany.
