34. someone down there
needs to go in and ask to inspect the station's public file. It is a requirement that every broadcast station keep a file for public inspection. Any member of the general public may walk in during business hours and ask to view the public file.

I don't know if this particular station's traffic logs and discrepancy reports are part of their public file, but if they are, that's what you're looking for. It's legal documentation of what went "wrong" and why. If it has been falsified and it can be proven, the fines and penalties for such activity are pretty heavy.
