There was no thermally protected bombs in the U.S.Navy's inventory of ordnance. These would not be available until near the end of the Viet Nam war. Every aviation flag officer in the fleet knew that the bombs onboard their carriers were not thermally protected. As did the Secretary of the Navy, the Secretary of Defense and the President of the United States. The word from the White House use what was available.
