Hmmm... lists are so subjective.
I would probably put Madison after Jefferson just because of the constitution and all. Not sure I'd give JFK such a high ranking.
Clinton did some very good stuff but ... telecom bill and NAFTA were stinkers.
Aside from Lincoln and TR would any repugs make a top ten list? Starting at the bottom it would be mostly repugs.
Thinking hurts.
