8. I wish that had never been said
It helped to set the stage for Grand Theft Surplus. The major portion of that projected surplus was Social Security Surplus. Not a true surplus, but more debt that is owed to retiring Gen Xers. Yet the press, aided by Clinton, treated it like some kind of windfall. The prevailing mood was " :woohoo: We have a surplus, let's spend some of it on tax cuts and other cool stuff!!"
