Does anyone know of a connection between Blackwater and Base-X?

Driving north on I-87 today (between Lake George & Plattsburgh, NY), I passed an SUV with both a Blackwater and a Base-X sticker on its tailgate. I know what Blackwater does, but I had no clue about Base-X until I Googled it. Apparently, it's a subcontractor that provides specialized shelters for emergency responses:

Anyone know more about this? I thought it was odd to see such a vehicle so far north...:shrug:
