Big Dog was President during the years you note.

However, it was Regan and Bush I who were largely responsible for funding and supporting the mujahideen during the war with the USSR. The chaos that resulted after the Soviet withdrawal enabled the Taliban element of the mujahideen to rise to power. So the fault can still be laid at Ronnie and Bush's door.
