a criminal element of the U.S. Government?

U.S. Government side benefit - take able bodied men off the streets and make prisons a privatized money machine.

Just like Abu Graib and Diego Garcia.

We then created 'Mexican' prisons.

For the future, there are those vacated, but maintained former military bases set up and ready to go as prisons (if true)

Just like church prisons - what happened to the story after Katrina - flood victims taken to mountain church camps run by religious - could not make contact with anyone?

Yep, able bodied men off the streets - a secondary goal.

Taxpayers paying for the mattresses and excercise machines and guards who might be used against us if we protest too much.

There are always multiple, overlaping dollar agendas in the palm of the hand and that's how they shake. They slice it up, dice it up, and plant, sow, and reap, then store outside the U.S.
