105. The drug war originally was a movement by the government to get
minorities out of the job market and into jail (during the depression). Now, it most certainly is a way to fund black-ops. It's always worked rather well. And not only can they sell those drugs, the can incarcerate those that buy them. It's a multi-tasker tool.
