1. The Anbar model...

There is no Anbar Model except in Anbar.

The Anbar model was US forces arming Sunni insurgents to rid the province of the small number of Al Qaeda/foreign fighters....

Since the small number of Al Qeada in Iraq is a fact and they are pretty much localized in Anbar, the Anbar model can't be replicated elsewhere because the fighting in other provinces is a mix of everything BUT Al Qaeda...Iraqi Nationalists, Iraqi patriots, Sunni on Shia, Shia on Sunni, neighborhood on neighborhood, criminal elements, Baathists.....

Because Bush and the neo-cons went into Iraq with such a light force unable to keep order in society and with the focus on making Iraq a capitalists' utopia (read Naomi Klein's "Baghdad Year Zero"), the entire region has broken down ....there is no Anbar Model to implement.
