We have had a congressional recess recently and so on. The capitol's only recently getting back to work again. Let's be fair here - the wheels of Congress were not designed to work all that quickly. But in THIS instance, to answer your question without snark, it's like someone evading a bill collector by using caller ID and not picking up the phone when the 'wrong' number comes up.
