But how can any rational person deduce otherwise?

The only reason they would have burned his journal is if
his opinions expressed therein would be against the interests
of the administration and therefore harmful to their goals, once
released to the public.

And the only conceivable reason I can find for them burning
his uniform is to hide some sinister evidence it would reveal -
like bullet-holes.

Is there any other reasonable explanation that I'm missing?
