Obviously, they had planned the FIRST WTC ATTACK OF '93? TO OCCUR IN BUSH 41'S SECOND TERM .. but it seems they went ahead with it anyway -- hoping they could pressure Clinton into attacking Iraq.
And they recognized they hadn't used enough power -- Their plans to bring down the WTC didn't succeed -- the guy didn't put the car where it was supposed to go and overall the WTC were stronger than they understood.
The families who do demolition worldwide say that the 9/11 WTC demolitions are highly sophisticated -- with innovations they hadn't seen before -- and that probably it could only have been carried out by military demolition experts.
