43. I think, although I might be wrong, that 9 is the youngest
they recommend giving the shot. And, that is because the shot (s) have the greatest efficacy prior to a girl or lady becoming sexually active.

Once the body has been introduced to HPV, the shot is not effective, so the window does make sense.
