Although the language is Farsi, not arabic, it is written in Arabic script. Signs in the western alphabet over there are very few and far between...mostly limited to highway signs, the odd brand name, and sometimes you will see 'restaurant' or 'pharmacy'--usually misspelled. Turks, on the other hand, use the western alphabet.

I've been to Turkey as well, and that photo looks like Turkey. The CARSI sign seals the deal.
