In Turkey a lot of restaurants are two stories, with a downstairs area where you order your food and an upstairs with additional seating (similar to how some McDonald's restaurants in urban areas have an upstairs), which is what the picture looks like to me. A company headquarters likely wouldn't be located in such a small building in a dense area, but would be a modern office/factory somewhere out in the burbs.
