...is most certainly not a spaghetti strap top. Hijab has been quietly enforced ever since the bungled occupation allowed various Shia groups to impose their will in Baghdad:



The secular Sunni women in Baghdad used to wear modern clothing outdoors without covering up in this fashion. Now they're threatened with harm if they do. Notably, one young women was splashed with acid for failing to dress modestly.

Kaloogian lies like a rug. His photo is not of Baghdad.

edited to add: I don't think the women are forced to wear the abaya, the long dark gown in the above photo. But they must cover their heads/hair and their street clothes must be modest, with long sleeves at all times and probably a skirt rather than slacks or jeans.
