I know what you are talking about when you say that the BASIC idea of a square sign, blue background, white triangle, black human icon walking is "European". But what I believe you are over looking is the POSITIONING of and SPACING above the triangle in the blue square. Look at my original post above, and look around the internet for various European pedestrian signs. What I've noticed is that TURKEY is the only country that has signs that MATCH the spacing above the triangle. The other signs for other countries either have a different layout or different color schemes.

It's not comprehensive, but that fact taken with ALL THE OTHER EVIDENCE does STRONGLY point towards a unique Turkish roadsign.
