It seems that they would -- of course, in Kaloogian's world, Istanbul and Bagdhad are the same place! :grr:

I cut & pasted a portion of the photo from Kaloogian's Web site ("Downtown Baghdad") onto a photo of an Istanbul tour I snagged off the Web (Kaloogian's cut photo is on the left; the tour photo is on the right). The safety cones (with two white stripes) are identical in the two photos. Also, more significantly, is the Roman script in the signage as the OP noted. Note too that most of the Istanbul street photos I ran across show that the streets are made of paving stones, for an older, more "European" look.

Look at these photos of Baghdad streets from the Web -- all the signage is in Arabic; nearly every Baghdad street photo available shows that the streets are paved with asphalt:
