tickets are allotted and what those regulations are (i.e. if you occupy a seat, you pay for it) to whether or not I care about the welfare of children?

If you'd like to discuss child welfare, I'd be happy to do so, but that is so far beyond the scope of whether someone who occupies two seats should only have to pay for one as to be laughable.

The reason that a parent carries an infant on an airplane is for safety. If there is an incident requiring air masks, etc. the infant needs to be in a position where the parent can care for it. They can't fit every seat with an oxygen mask that will stay put on an infants face (assuming of course that an infant wouldn't pull it off anyway). An adult shares a seat with said infant so they can hold an oxygen mask in place and take turns breathing with the child. It is SAFER in an airplane for an adult to hold the child.
