If you occupy one seat, you pay for one seat, if you occupy more than one seat, you pay for the extra space. It's not objectionable in any way.

You wouldn't expect them to let you have an extra carry on because there was nobody in the seat next to you, why would you expect them to let you use the seat?

Sorry, I just can't see anything wrong with requiring her to purchase an extra ticket, and no, I don't think race had anything to do with it.
