9. Actually, I date it back to the Newt "revolution" of 1994.
There wasn't a lot of bipartisanship in the Clinton years either. I think one of the reasons they hated Bill soooo much is that he would co-opt one of their issues (welfare reform) and make it his own. They couldn't vote against it, but they sure wanted to. Clinton was evil because he just center enough to make them look bad to be against whatever he was for. And he was smart and charming as well. Republicans are rarely either, and almost never both.
