Seriously, it tries. Unfortunately, Toledo's main industry, glass, is closely tied to Detroit's fortunes. Most of the other manufacturing is automotive industry related too. Strong Union town...every bit as "Blue" as Cleveland. They try to spark some life into the city with the limited funds they have. The new baseball stadium downtown helped a little. The big problem is there are no residents in the city. At 5 o'clock the place turns into a ghost town. Everybody splits for the burbs. The seriously poverty stricken outlying neighborhoods are huge, all out of proportion to the overall size of the city.
You are right about the political cess-pool.....and it shouldn't be because Democrats rule. But the players are entrenched and expend too much energy fighting amonst themselves.
