Embassy Suites. That's the "hallway" outside the rooms. That's where he fell from.

Sanford went over the railing overlooking the atrium and landed by the lobby area. Inside the building. And the walkways are visible across the atrium since they surround the atrium area. Not exactly a private place to shove/throw someone over the railing since you can see the other walkways and risk being seen if people go to or come out of their rooms around the same level around the atrium.
