99. Off and on, yes.
He's sharing the task with Byron Dorgan. There have been several quorum calls, none of which went very far before one or the other of the ND Senators stood up again to talk.

They are literally filibustering the chamber and will furthermore object to any Senate business being brought before the chamber. It's like a super filibuster.
