I think this is just disinfo. This is just the current step in the unfolding execution of the Neocon dream of which GHWB has been a shepherd since before the Bay of Pigs.

"41" is out of the loop again? Nah. He's just playing his usual role while the wheels of the Neocon machine continue to turn.
