I'm not a teacher but I have a six-year-old first-grader. When she started kindergarten last year, I was to become aware of the public educational system and the plight of teachers. It's so clear to me that what you say is true: The teachers are blamed for everything and it's so unfair. The teachers at my daughter's school are angels on Earth. I can see that they give it their all and more to give our kids the best education they can. I think they're great and I let them know whenever I can and I'll tell you the same.
