It should raise eyebrows, even if you don't think you will end up in one. Exactly what the hell do they need these for anyway? Some kind of bizarre economic stimulus package? Add to that the fact that Bush really does have a law now allowing him to declare anyone an "Unlawful Enemy Combatant" (suspending hadeas corpus), and that most people probably aren't aware that this sort of thing is going on, and I'd say you have a concerning situation. I don't intend to get on any trains either by the way...
