Senator Sam Brownback and Midge Decter of the Heritage Foundation offered conference-goers their strategies for reclaiming the culture. Sen. Brownback advocated "community culture clubs" to tackle moral issues such as abortion and divorce. These clubs, he said, could locally attack problems, finding solutions that fit their communities.

Brownback responded to last year's recommendation by Paul Weyrich that conservatives abandon politics by stating that conservatives "need to build AND infiltrate cultural institutions." He said it's isolating to just build parallel institutions and that it is necessary to change existing institutions from the inside -- areas like Hollywood, government, and the National Education Association.
