If you take the numbers from this site:

http://www.publicdebt.treas.gov/opd/opdhisto4.htm

the amount of debt added between 9/30/00 and 9/30/05 constitutes about 28% of the total debt. Bush of course wasn't responsible for the first months of this and it excludes the last few months, but it's a good rough gauge.

I agree that debt/GDP is the best way of measuring the true burden of debt on an economy. It's bad right now, but it's been worse. The damage Bush has done can be undone by 8 years of a Democratic presidency.
