95. The reasons are usually related to the health department
It's a "chain of custody" thing. If someone gets sick, it could create a legal bightmare, so lots of places do not donate..

Our deli-dairy people would pull stuff the day before the "dates", and were ordered to use a box cutter and open all the lunchmeats & pot the lids from all the dairy.. Made for a super smelly mess, but they were afraid that people would take the food from the dumpster, get sick, and then sue the grocery store..

They did donate day old bread, and canned goods, but anything that was "fresh" or had a ell-by date on it..they deliberately trashed.

The organizations who collect and redistribute food, often have paperwork that recipients must sign.,.so they are not sued..
