15. Time for a massive general strike...a total shut-down of everything...
...for two days. Everything. No transport of goods, no conducting of business of any kind, and no buying of anything unless you absolutely have to have something.

If that doesn't get their attention, do it again in 2 weeks, but this time do it for a week.
