24. Can someone please explain ...
the nature and order of this 'beast' called 'executive order'?
Of particular interest are:
a> what is its longevity?
b> can it be rescinded by congress and how?
c> does it have legal weight as laws passed by congress?
d> if an executive order is contrary to a congressional law, then which of the two prevails?
