19. Most people wouldn't be paying out of pocket though.
Latest figures for MMR uptake are at 85% of 2-year-olds, with only 77% recieving a booster at age 5. Which is well below herd immunity levels, and the first number is 7% lower than before Wakefield's paper and the resulting scare. The number of recorded measles cases in the UK has increased by 50% over the same period and there have been localised epidemics. It HAS had a negative effect.
