I dont know why it keeps popping up, but I have a newborn son coming in May and I've spent dozens of hours researching this issue.
I found a useful site that I linked in a few of these threads that compares 35 different studies from different countries.
What a cross study seemed to indicate was that HIV/AIDS and other STD diseases seemed to have a higher correlation amongst whatever the poor people in that country were likely to be (aka Cut or Uncut).
In some countries cut are higher, in some uncut are higher.
This african study would show this to be true; most poor people in africa arent cut - they have no medical care. So of course if you start giving them medical care, give them information, circumcise them all of a sudden - they have a lower HIV rate than the rest of the population.
In the end its unequivocally clear the main risk factor in HIV/AIDS is sharing bodily fluids with someone who has HIV/AIDS. A circumcision or lack thereof will not stop it either way.
