I mean, is this not EXACTLY what paparazzi do?

He was asking for Miley and going up and knocking on some doors" of beach homes near the set

he went up to the security guards and asked them 'Is Miley around?"'

I've seen them do exactly this sort of thing, to many many young (and older) celebrities. In fact, much worse than this.

The guy is a creep and should be charged, and so should paparazzi who do this.
