While most of that funding is earmarked specifically for preparedness against terrorist attacks, officials find they can stretch their money to acquire resources that also provide other benefits.

In fiscal 2003-04, the Division of Threat Preparedness distributed $383,755 to the Mid-Ohio Valley Health Department, with offices in Calhoun, Pleasants, Ritchie, Roane, Wirt and Wood counties, and $144,745 to area hospitals.
