13. I don't mail mine, like lots of others I take it to the elections office
after making copies. Any ballot is going to travel to be counted. During that travel, physical theft could happen. That is much more difficult to do and to cover up than hacking some code. I personally, no offense, do not trust Texan Republicans, so I'd go with the safest way, which is in fact physical ballots which you mail or deliver. We get large turn out. No intimidation is possible. You get to use the internet while voting. No long lines in poor neighborhoods.
Any system has possible flaws, the whole idea is to eliminate as many as possible while making voting as easy as possible.
The State of Washington just joined Oregon in vote by mail by the way. It works great. Equal access for all.
