in ways that will guarantee uncertainty and litigation.

It's not about vote counting, election integrity, deterring fraud, or determining true voter intent anymore. It's about the ambulance chasers.

The only ones to benefit from such changes are the election lawyers who write these laws with little or no public oversight, and the campaigns who can afford their services. Everyone else is screwed, including the voters.

That's what's going on in NY now, under the radar, while everyone's attention is diverted by the also-serious overvoting problem.
