So I have it wrong thinking that the requirement to "meet all Federal Voting Systems Standards" stems from taking HAVA funds?

Other states that took HAVA funds may not be in compliance with the VSS?

Let's bear in mind, the VVS/G has a line in it that says you don't have to follow it. If you want a ref for that I could dig it up. :)
